wow i love these designs, can I perhaps ask you a question about technique?

I apologise if you've been asked this before, I cant find i trace of it.

How do you get the effect on the skin?
It's kind of like the game art for Borderlands and I've been interested in learning how to create that effect for a while.

Would appreciate a reply.
